講座內(nèi)容：

This study investigates the effect of workload on individual decision-making in the context of patent examination in China from 2000 to 2011. Higher workloads increase approval rates, adding 1.5% to the total approved patents in our sample. Further analysis of patent quality shows that moderate workloads balance Type I (approving unqualified patents) and Type II errors (rejecting qualified patents), maintaining decision quality, but excessive workloads sharply increase Type I errors, reducing quality.Under workload pressure, examiners shorten examination duration and increasingly rely on familiar citations. However, knowledge reuse and the application of consistent evaluative effort across related applications also improve efficiency, helping to reduce Type II errors. These findings provide insights into strategies for optimal workload management.

對(duì)外經(jīng)濟(jì)貿(mào)易大學(xué)國際經(jīng)濟(jì)研究院講師，哈佛大學(xué)肯尼迪學(xué)院、歐洲經(jīng)濟(jì)研究中心訪問學(xué)者。北京師范大學(xué)經(jīng)濟(jì)學(xué)學(xué)士，北京大學(xué)經(jīng)濟(jì)學(xué)博士，北京大學(xué)博雅博士后。主要研究領(lǐng)域?yàn)榘l(fā)展經(jīng)濟(jì)學(xué)、世界經(jīng)濟(jì)，尤其關(guān)注中國專利質(zhì)量研究。在《經(jīng)濟(jì)學(xué)（季刊）》《經(jīng)濟(jì)科學(xué)》等主流期刊發(fā)表論文多篇。曾獲《經(jīng)濟(jì)科學(xué)》年度優(yōu)秀論文獎(jiǎng)、中國產(chǎn)業(yè)經(jīng)濟(jì)研究學(xué)術(shù)年會(huì)三等獎(jiǎng)，主持國家級(jí)和省部級(jí)項(xiàng)目各1項(xiàng)。
