Recent studies have shown that trade liberalization is associated with an increase in crime and mortality rates. However, this paper argues that trade protection, which is often seen as a solution to these problems, can actually make them worse. Using a shift-share design, we capture the long-term overall effect of antidumping (AD) protection by examining both direct and downstream effects. We find robust evidence that U.S. counties with more downstream AD exposure experienced higher crime rates and more “deaths of despair”. In contrast, counties’ direct AD exposure did not have any significant effect. Deterioration of local labor markets and theworsening of workers’ mental health are two transmission channels for these detrimental effects.We further examine the cost of correcting the consequences of crime and mortality, and find that even complementary job markets and better unemployment insurance only partly alleviate these consequences, but cannot fundamentally reverse this situation. Overall, the losses of trade protection outweigh the gains, and trade protection is only one disaster after another in terms of the crime and mortality consequences.

張燕,上海財(cái)經(jīng)大學(xué)經(jīng)濟(jì)學(xué)院教授、博士生導(dǎo)師,香港大學(xué)經(jīng)濟(jì)學(xué)博士。主要研究領(lǐng)域?yàn)閲?guó)際貿(mào)易。在國(guó)際一流經(jīng)濟(jì)學(xué)期刊《Journal of International Economics》、《Journal of Comparative Economics》、《Canadian Journal of Economics》等發(fā)表論文十多篇。先后獲得安子介國(guó)際貿(mào)易研究獎(jiǎng)、上海市第十五屆哲學(xué)社會(huì)科學(xué)優(yōu)秀成果獎(jiǎng)項(xiàng)等。
